Role Overview
The Head of Safety and Security Strategy will play a central role in ensuring that Premier League matches remain safe, secure, and welcoming environments for all. Based within the Safety, Security and Operations team, this senior position will shape policy, lead strategic initiatives, and manage stakeholder relationships with national policing and public safety bodies.
This position is ideal for an experienced leader with a background in law enforcement, public policy, or safety strategy who is ready to drive continuous improvement, foster collaboration, and ensure the Premier League delivers the highest standards of matchday safety and security.
Key Responsibilities as Head of Safety and Security Strategy
- Lead the League’s strategic partnership with national policing and strengthen local community engagement
- Map, manage, and influence strategic stakeholder relationships across safety and security sectors
- Analyse and respond to public policy developments affecting stadium operations
- Oversee major incident planning, testing, and response programmes for matchday safety and security
- Ensure compliance with the upcoming Terrorism (Protection of Premises) Act 2025 across clubs
- Identify and implement innovative approaches to event management, resource allocation, and use of technology
- Support clubs in improving matchday safety, security, and service standards
- Build strong relationships with external stakeholders including SGSA, SIA, DCMS, Home Office, and NaCTSO
- Promote evidence- and intelligence-led decision making across clubs and partners
- Co-lead and manage a small team alongside the Head of Stadium Safety and Operations, delivering safety and security initiatives aligned with League priorities
- Develop and deliver a safety and security team strategy to support wider departmental and business objectives
Skills & Experience Required
- Proven experience leading strategies and policies for safety and security operations
- Background at senior level in policing, civil service, or safety leadership (e.g. superintendent level or equivalent)
- Strong record of stakeholder engagement and consultation with diverse organisations
- Experience delivering strategic projects, managing budgets, and commissioning subject matter experts
- Skilled in preparing high-quality reports, papers, and briefings for senior audiences
- Line management and team leadership experience
- Expertise in major incident planning and working with official bodies on crisis response
- Demonstrated ability to innovate and drive continuous improvement in safety and security standards
- Resilient, confident operating under pressure, and able to escalate issues appropriately
